A Decade of European Funding: What Has Changed for Sicily?

Abstract

Despite decades of targeted policies and significant financial support, regional disparities remain a persistent challenge across Europe, particularly in southern and peripheral areas. Sicily, as one of the least developed regions in Italy and the EU, has received substantial resources through the European Union's cohesion policy, most notably in the 2014–2020 programming cycle. This study examines the allocation of these funds and discusses their potential contribution in addressing the region's deep-rooted socio-economic challenges. Drawing on official data and existing literature, the analysis explores the allocation, management, and impact of EU structural funds in Sicily, highlighting the gap between resource availability and tangible developmental outcomes. The findings contribute to the ongoing debate on the efficacy of cohesion policy, emphasizing the need for stronger institutional capacity and strategic planning to ensure that future funding cycles generate lasting and inclusive growth.
